In most cases, Balthazar will ask IC if he wants to teleport or heal a character. The exception would be in the case of extreme emergency, or if a character is unconscious. If you want him to be unable to do either of these to your character by default, please let me know.


Other potential points of contention:

Telekinesis Balthazar may seek to move both objects and people with his angelic power. May he move your character around if the occasion calls for it?

Telepathy Balthazar can read the minds of baseline humans and likely a variety of supernatural humanoids, as well. Normally I only have him pick up on basic emotional states, unless the character is thinking very loudly, but he can also carry on conversations and look for specific memories. May he do this to your character?

Knowledge May he recognize what type of being or creature your character is (if not baseline human)?

For teleportation/telekinesis/telepathy, he's welcome to try - Gabriel might even let him, if he has a good enough reason, but asking might be easier in most cases :P

For healing, if Gabriel can't heal himself but Balthazar can, he's more than welcome to, unless there are particular circumstances meaning that he isn't, in which case I will say something.

But in a refreshing change of pace, he's completely free to know what Gabriel is. So... that's something!

Also, if Gabriel is human or depowered or for whatever reason Balthazar would be able to affect him, then the answer for all of these becomes a blanket yes :)

I've got Cas, Ruby and Kobra Kid.

Telekinesis works, though Cas could struggle (and probably won't)

For more than basic emotions, check with me on the specifics beforehand, as I like to keep track of what characters know and don't know about mine, but it should be fine with all of them.

Ruby is a cursed werewolf. KK has some strange brain activity from dying several times in increasingly dumbass ways and has been exposed to what one might consider a troubling amount of radiation. You win some, you lose some.

Telepathy: Sure! Her mind is a maze of useless, trivial gossip, dark self-loathing, and a dormant Time Lord consciousness.
Knowledge: She's human. With the aforementioned dormant Time Lord consciousness. She's also been touched by void stuff.

Meg:
Telekinesis: Sure. She's used to being thrown about by angels.
Telepathy: Go for it.
Knowledge: She's a demon.

Teleport: Go for it, I see no reason why he couldn't.

Heal: Logan heals himself, but if circumstances were dire I could see where someone else healing him could come in handy.

Telepathy: Go for it, though as far as memories go Logan's are a little scrambled/half of them are fake/etc.

Knowledge: I'm sure anyone with observational skills and common sense could see that Logan isn't exactly all human, figuring out he's a mutant might be tricky though.

Healing, Teleporting, and Telekinesis are all a-ok.

Carrying on conversations is also a-ok, as River has been practicing that skill with Charles Xavier. Looking for specific memories might be tricky as what she remembers is somewhat fluid based on any number of factors. I would be down for him to try though and maybe just seeing what comes up?

River Tam is not from a canon with mutants but she's calling herself one now.

Jubilee: Teleporting, healing, telekinesis, knowledge are all okay (feel free to grab something from her app for anything or just ask).

Telepathy: Jubilee does have some pretty hefty shields, thanks to training from age 13. He can read her mind, but I'm going to say it'll take a bit more than a passive scan. Her shields buzz like angry bees on speed.

Brigid/[personal profile] bostonhowler: She has her own perms post, and if you could fill that out, that'd help. However, it's okay for him to do pretty much anything and know everything about her.

Brigid is also a devout Catholic, and knows that there are angels in the Cape. So, he might hear a prayer or two.

telekinesis - yup

telepathy - getting basic emotions is fine, I'm not sure about hearing his thoughts. Given he's a Time Lord and has overwhelming senses and all that, I'm not sure how that could be interpreted. (I just think it'd be a sensory overload), but we can always discuss this first.

knowledge - I dunno! He can tell if the Doctor isn't human, but I'll leave the whole Time Lord bit up to you.

Telepathy - Yes. Ned's probably unusually easy to read. You hardly have to be telepathic to know what he's thinking a lot of the time.

Knowledge - Sure thing. He'd recognize that Ned is... uncategorized mostly-human who can bring things back from the dead just by touching them. Who even knows what he is to be honest. Balthazar is welcome to come up with theories. But he should be able to tell that he's not your run-of-the-mill human.

Telekinesis is fine! For telepathy, he can read anything in Dilandau's mind, but can't touch anything behind the wall that hides the memories of his alternate personality. They'll appear as blank amnesic spots in Dilandau's memory unless it's in the process of breaking down.

If you want, he can recognise that Dilandau's soul/fate has been twisted to make his current self something he shouldn't be.

Telekinesis: Sure.

Telepathy: Fortescue has some training against being mentally invaded with magic, but angels would be able to get past that - since it's not technically magic.

Knowledge: She's essentially human, just magic-using and a bit altered. If you want him to be able to sense that her soul's in her cat, rather than in her own body, I'm cool with that, however. (Canon's a little vague for more minor angels, what with Cas not being able to sense that Sam was soulless.)
